Job Summary
This position provides .Net Development support services to several CITGO business units. Work with clients to gather business requirements, work with other developers to design application architecture, DB design and develop following a software development cycle.
• Stay up-to-date with Microsoft Power Apps, .Net and SQL server technology.
• Plan and participate in all phases of .NET software application development with an emphasis on architecture, design, quality, design, code reviews and implementation
• Interact directly with users and management to review problems, scope and estimate level of effort, propose solutions, and lead implementation of systems using web-based and related technologies.
• Knowledge of development in SharePoint is a plus.
• Read, write, analyze, and interpret requirements documents.
• Provide overall technical leadership and technical risk management on assigned engagements.
• Work closely with other developers and management to ensure the release of high quality deliverables.
• Follow all aspects of SDLC and multi-tier technology including client, middle-tier and database.
• Maintain technical project documentation such as architecture diagrams, data models, process flows, use cases and object models.
• Research emerging technologies to determine if they can be used to increase user productivity and/or provide CITGO with competitive advantage.
• Determine long-term viability of both technologies and companies. Integrate technologies into existing infrastructure with minimal disruption.

Job Duties
1. Analysis – Initiate collaboration with process owners to analyze business processes and propose process improvements enabled by information technology Formulate value propositions. Articulate and defend the value proposition.
2. Design and development – Based on analysis described in Part 1, develop technical designs and implement software solutions to support business process improvements. Senior Analysts may lead and/or participate in hands-on development activities including custom programming using CITGO development tools and/or package software configuration
3. Planning – Formulate, communicate and execute project plans. Formulate project and departmental budgets. Establish project priorities and participate in formulation of cross-functional project priorities.
4. Team Leadership – Initiate collaboration with project team members. Plan, direct and supervise activities, (including EDP development), of team members when appropriate. Provide professional development coaching to Information Analyst in their group(s). Prepare and execute oral and written communications. Act as a project team spokesperson.
5. System Support – Anticipate and investigate production system problems/questions ascertaining root cause and corrective action needed. Design, develop, test and implement corrective action.
6. Training – Plan, prepare and deliver appropriate training to end-users.
7. Professional Development – Develop technical skill sets, leadership skills, presentation skills, business area knowledge and independent thinking/decision making abilities on an ongoing basis. Stay abreast of technology innovation and its applicability to CITGO’s business.
8. Thought Leadership – Initiate and encourage critical analysis of CITGO business processes. Collaborate with industry groups. Participate in IT strategy development. Act as spokesperson for IT with CITGO management.

Minimum/Preferred Qualifications
Degree: College Degree (Bachelors Level).
The minimum number of years of job related experience required by this job is: 4 years.

• Excellent communications skills.
• Ability to work as part of a team.
• High level of analytical and system architecture skills.
• Hands on experience with Office 365 and how the tools work together (specifically PowerApps, Flow, Logic App and Sharepoint).
• 4 years’ experience leading implementation of enterprise web applications, architecting and designing technical solutions for client engagements using .NET technologies.
• The candidate must have experience in defining and applying technology related standards, process and governance.

Additional experience in the following technology is a plus:
• Experience with any project management methodology.
• HTML5/CSS3/Javascript.
• Mobile development.
• Hands on experience with Office 365 and how the tools work together (specifically PowerApps, Flow, Logic App and Sharepoint).
• Design patterns.
• Preferred Experience with RPA and AI technologies.
• Experience in Microsoft .NET frameworks, C# and/or VB.NET, Visual Studio, ASP.NET, SQL Server databases, TFS and/or GitHub
• Familiar with software deployment tools (e.g Pipelines, GitHub Actions)
• Experience with XML, Web Services, SOAP, JSON, REST Services and related standards and technologies.
